The Council approved scrapping the deputy chief position, per Interim Chief Frank Scialdone's recommendation, to be replaced with two captains. Scialdone promptly promoted Lt. Tony Farrar, a longtime veteran, to fill one of the two captain positions. The persistent lack of an inked contract still hangs over the department, though.
